ABSTRACT
The aim at this study is to detect laser beams reflected from a surface by using image processing techniques. Image processing has found application and development areas in many sectors such as photography industry, robotic applications, food industry, defense industry, weather observation and forecasting applications and medicine [2]. In recent years, the developments in the sectors mentioned has brought the development of image processing techniques over thanks to factors such as the increase in the number of data to be processed. Developments in image processing techniques; machine learning, deep learning and artificial neural networks, such as side areas have also required to be included in image processing. Applications such as face recognition algorithms and autonomous cars are some examples of machine learning assisted image processing techniques. Object tracking applications, which is a very important issue in the military field, are strengthened by artificial intelligence applications [1]. In the scope of this study; various morphological processes, object detection and tracking methods have been tried in order to detect the laser beams reflected from the target. As a result of the tests, the most suitable methods for detection were determined and explained in detail. This study was tested on a target tracking system by detecting laser beams reflected from a moving target. In the test system; There are three units: a marking unit that marks the target with a laser beam, a seeker unit that follows the target marked with a laser beam, and a sensor unit that detects the laser beams reflected from the target with image processing algorithms.

ABSTRACT
Chronic venous insufficiency (CVI) is an important health problem due to both epidemiological and socioeconomic outcomes that decrease the quality of life due to both cosmetic reasons and complications. When aiming to reduce / control symptoms and prevent complications with conservative treatment, the goal of interventional treatment is to achieve a satisfactory cosmetic result with minimal complications, elimination of venous hypertension, excision of all varicosities. In addition to classical treatment methods percutaneous applications comes to be widespread. Endovenous laser ablation therapy, radiofrequency ablation therapy, steam ablation therapy, cyanoacrylate ablation therapy and sclerosing agent ablation are the best known of these current methods. These less invasive methods offer earlier discharge and more comfortable treatment. However, new technical challenges and high costs are the major problem of these new generation methods. On the other hand, short and mid-term results in terms of recurrence and successful outcome have been reported in the literature as similar to open surgery, but there is no clear data for long-term results yet.
In conclusion, although the gold standard for CVI is still a classic open surgical technique it is likely that different percutaneous methods will be more popular in the near future.
